Well the biggest problem would honestly be; don't take this personally, the ridicule of other riders.
It could also throw off the balance of your wheel creating a heavy spot. This would make your bike feel weird.
The other problem would be the noise it would generate. Back around the early 90s the rear wheel in the picture below made the scene. I don't honestly know what the benefits were on a mountain bike, but when you were in a race you could hear that wheel a good 50 yards away. If the noise got louder I knew I had to pedal faster. Fucking sounded like a never ending drumroll.

Paper? really? making a home made disk that you would ride on the street could be really unsafe as clutch said not to mention any cross wind will cause the wheel to pull or drag in the direction of the wind, since the air cant pass though the wheel

quick question, i have a mericer kilo and id like to be able to barspin with a 700c, does anyone one know what kind of fork with able me to do so?
shaymcafee says the volume "fu manchu" will help me clear, is there any other ones? liked to keep my options open.

I would start with better wheels that have sealed hubs. Maybe buy some better drivetrain components. The frame isn't going to make that much of a difference, especially if you buy another steel frame to replace it.
