this looks like HDR to me
you would need a camera where you can set aperture/shutter manually, or a camera that has a bracketing mode
then you would need a program thats can put the multiple shots together.
photoshop can do it but i dont like using photoshop to do HDR's
the other program i recommend is PhotoMatix

did this one yesterday. just used an old shot and messed with the exposure to create 5 different pictures. 2 overexposed, 2 underexposed, and 1 with the correct exposure.
threw em all into Photomatix Pro
then played with it a little bit
but for the most part i got this:

so you can use 1 shot, like i did here, but really only if you shoot in RAW format so that you can mess with the exposure in photoshop, or any other program that will let you. You wont be able to change the actual exposure if you shoot in Jpg format.
so if you do have a camera that doesnt shoot in RAW format, and only shoots in Jpg, then you will need to take the 3-5 different exposures manually.
